A:Since toners are water based, they evaporate quickly from the skin's surface, so they would not be moisturizing over a longer period of time than a couple of minutes. To lock moisture into your skin, you'd need to use a moisturizer to help restore the skin's natural moisture barrier.Answered on 8/28/2012 by Megan from LUSH
