A:The darkness seen in under eye circles is usually the bluish tone of the veins under the fine skin of the eye area, or if the skin is darker, they can also be from the pigmentation of melanin in the under eye area. Eye creams are not able to make the bluish veins invisible, nor are they able to remove or lighten the skin's pigment, but if there is puffiness or bags under the eyes, they can be helpful to calm and soothe the area.
